Okay, the above is an example of how to access phpMyAdmin... How do I get to allowed referers?

I don't know how to go to or what a cPanel or lPanel is...

Ordinarily once installed you would use.
http://ipaddress/phpMyAdmin/
to access the program.

You can install the program in any directory you choose so use the directory name that you installed the program into!
I sometimes just use a directory called admin or myAdmin etc all depends on the installation.
phpMyAdmin will be a subdirectory of the website. so it will always be accessed by the directory as well as the IP or domain.
http://yourdomain.com/phpMyAdmin (or directory you called)

http://yourIPaddress/phpMyadmin

The allowed referrers are set in the php.ini file the best I remember. I usually only allow LOCALHOST for safety!
Once you login to phpMyAdmin you are running it from the local web server not the client!

Go in through the cPanel or LPanel (if your host provided you with one) and go to the "Referrers" section.
