Possibly West and East Oakland which is parts of Oakland, in the SF Bay Area?

Not sure, but that would be my guess.

Peace

The highest crime rate in California takes place in the offices of the banking and insurance industries. Crime in the 'suites' is at an all time high., or worse, it's always been this high. These mafias cause more financial loss to the public than any amount of crime in the 'streets'. Maybe they don't kill people directly, but they certainly finance all kinds of world wide mischief that results in death and financial loss for all kinds of people. This is what Prof. Churchill was talking about when he accused people working in the Twin Towers of being little Eichmanns. People can be innocent cogs in an evil machine. They have no direct responsibility for what goes on in the world, but their actions contribute to what goes on in the world and much of what goes on is bad news for a lot of people. I suppose that's a kind of concept that doesn't read well in the papers..it's nuanced and complex and I'll probably get beat up good for saying it.
