Are the expensive gifts they get usually $400 though? The holidays is a really money-strapped time for most people. And as much as it sucks that your birthday is right before it, that can't be changed. $400 is a lot for one gift when they have both a birthday AND Christmas together...and the buyer also has other people to shop for. I say this as someone who knows about the birthday-Christmas issue from the buyer perspective. Not only do I have to find holiday gifts for my mom, dad, sister, her husband, an aunt and uncle, and two close friends and one of thems daughter... ...but guess who also has birthday's around that time that I also have to buy for? Mom is Dec. 10th, sister is Dec 18th, one friend is Dec. 31st, Dad is January 1st, Aunt is Jan 11th, and then my other close friend is down the road a little on February 4th. Not to mention her daughter and my uncle are in November. If you want this $400 item, AND a gift for the other occasion... then I suggest you be ok with this being the only gift from ALL of them for either birthday or Christmas, whatever you choose. If multiple people can pitch in, then maybe they can afford it. Or perhaps you could be willing to pay for half of it if you want it that badly.

Go to e-bay and see about buying vintage Disney. There have to be some things that are older that she hasn't been able to add to her collection.
Jungle Book newly remastered and fixed up is coming out. Does she have that?
What's her favorite book? Look for a first edition 1901 copy whatever. My daughter (21) loves Pride & Prejudice. So while she was studying abroad I bought the new DVD for her birthday. She was thrilled (too bad it wasn't my idea--her brother). She got a kitty and was going to name him Mr. Darcy until she found out he was a she. Cataluna (a spot she visited in Spain), she calls her Luna.
Maybe she'd like to make jewelry. Get her a basic starter set of jewelry making supplies. My sister & niece just love beading necklaces, bracelets & earrings.
I'm so glad that you love your sister enough to think about her in advance and get something well-thought-out for her.
I always appreciate the gifts that have a meaning--Like a long time ago, I used to steal my daughter's Ty Baby Paws. She'd go to sleep with it and wake up with it in my bed!! So for my birthday, my husband & kids bought a Mama Paws for me. Absolutely crazy, buying a 30 something lady a teddy bear, but I'll never forget it. That gift had love with it.

How about a gift card? They even have the visa ones that she can use anywhere....or you can continue saving and maybe have a little more by christmas. Ask her what her fav tv show is, and buy one of the seasons for her (thats popular in our family). Hope this helps!

Go to claires or icing and get her some funky inexpensive plastic bead accessories. You can get good cute stuff for thirty five dollars. gift cards are also good... stationary and college stuff if she's getting ready to move on

I would get her something that's personal to myself. Maybe some jewelry (homemade, maybe), that you know will definitely remind her of you, and that she'll love.
Or get her something to take when she goes off to college, like (as cheesy as it sounds, it's actually really nice to receive) a picture of the two of you together, having fun.
As long as it's something with thought in it, you're good.
