Be careful in your planning, as the UK (and so England) is not included in the Eurail pass.
If you just want to travel France, the Netherland and England you will be better of with a different kind of pass or single tickets.

If you prefer to have a pass and be on the train every second day or night, roam the length and width of the pass, see everything, the different mountain ranges, the main towns, a few villages in different parts of Europe, visit Luxembourg, which it a complete country that is hardly bigger than NewYork with all its sub-urbs.

If you really want to see a country, take some weeks, (one week for a smaller one) and roam around.
In July most hostels will be full, so you better book ahead, but if you are willing to go to an other town if caught out, you can phone the night before or even in the morning of they day you hope to arrive. (After ten, when the people leaving that day have checked out some beds will come available in most hostels.)

Things to do:
Sightseeing, every town has its own list, google on the name of the town and tourist information and you get a list.
Sports and outdoor activities, in Europe there are a lot of watersports, hikes and some more daring things like rock-face climbing and absailing.
If you are into that kind of activity, enter it in the searchbar, with as many details as you want like country or costs and see what comes up.

Drinking and partying is posible in almost every town and even the smaller villages often have a pub, but the towns that are most alive are in the more traditional holiday areas as well as new areas, ask here if you want to know where to go.
Drinking age is 18, or younger, as is entry age to most clubs, so you will be included even when not yet old enough in the USA, but as you are not used to drinking, be sensible about it, do not try to get drunk more than once and make sure one of you will stay mostly sober that night. When you know your limits and reactions, go ahead but drinking will take a big part of your money.

Museums all over the continent, if you are into any kind of hobby, or style of art, enter it + museum into Google, and you get a hit (or a few million).
Summer is a time for festivals, music, performing arts, and fairs and fun fairs. Again Google can find them for you.
Theme parks, fun parks and so on are sure to be open and crowded.

Have fun preparing and traveling.

There are so many things to do in Europe. If you guys drink you have to try the different beers, eat cheese and biscuits (crackers) The taste is soo different. Drinking is the norm so it does not matter what time you start drinking. If you go to Rome (great history)and take a cab try not to put stuff in the truck b/c they have a scale in the truck and you are charged by the weight. If you go to London check out the changing of the guards at Buckingham palace. People watch in Paris.
