The Eastern Empire faced a series of Emperors who thought it would be a great idea to re-take the Western Empire.

These campaigns exhausted Byzantine manpower and collective will. This left them vulnerable to invasion from the East.

It is hard to pinpoint the exact decline of Byzantine, the 'fall' the Rome in the 5th C was a prob, the amount of resources used by Justinian to perform renevatio is another. Prob the real prob was the Last Great war of antquity with the Persian Empire that Stalemated for centuries, and left both sides so economically drained that the rising Muslim threat swept both aside. The Persians fell first and while the fall of Byzantine is considered by most to be inevitable the sack and conquest of Constantinople in the Fourth Crusade in 1204 did nothing to aid their cause.
Oh, P.S be sure to have a looksee at the secret history of chronicler Procopius of Caesarea on Justinian is a good laugh
