Before leaving for college, dechlorinated a 3 gallon bucket of tap water with 10-13 drops Seachem Prime Water Conditioner. I come home a week later, and the top of the water has like this clear white mucous layer, kinda like white slimy boogers. I touched and it it's a little slimy and partially semi thick. What happened?

I believe you're seeing what by biology instructor called a "pellicle". It's a "crust" over a liquid medium created by bacteria and other organisms that live in an aquatic environment. It's the result of their wastes (proteins), algae, other fungi and bacteria growing on them. It could be that the bucket wasn't cleaned out that well, or something was dropped into it that provided a good nutrient source for them. This tends to happen more in stagnant (still) water, so you might try adding an airstone (and lid) to your bucket in the future. Or, you might want to make up your replacement water a little closer to the time you're planning your water changes to prevent this from happening in the future.
