I suppose Romeo could knock the other two guys unconscious first. Then they wouldn't interfere with the actual balcony scene.
But, like the others, I am having a hard time figuring out why the other two guys have to be there in the first place. What is your teacher thinking?

Hmm...wait for a moment...are all the main roles already taken, leaving two of your group mates (boys) with no roles at all? If that's the case, why not think out of the box?
(1) You add a new role perhaps? Like two narrators of some sort---they may be drunks who sat just near the balcony, observing the two. His lines may have a hint of foreshadowing and you let him speak his lines before the balcony scene really takes place.
(2) You could put an intermission of some sort, where Juliet and Romeo (played by you and your other group mate, for example) perhaps had been called inside just for a while---and when they come back, those two boy group mates could take their roles...
(3) You said that you only need the two boys to be incorporated into the scene? So is it possible that they need not have speaking lines, as long as they're in the scene? If that is the case, make them HUMAN PROPS (the trees, the hat rack, the lantern stand, etc.). Or extras---bystanders, passersby...the servants, etc.

Theres a 1996 modern-day action picture version of romeo and Juliet(starring Leonardo Dicaprio ;) ) so I advise you seek this scene of the action picture on youtube and notice what comes up :)

TheatreDoc is right--this assignment is dumb. I would go so far as to say asinine. If it's just that there are too many boys in the class, the teacher needs to figure out a different scene for one of them to do.
There cannot be anybody in the scene other than Romeo and Juliet. Okay, the nurse interrupts, but none of his friends are there or can be there. He quite clearly states that he is by himself until he sees her.
Tell your teacher the scene cannot be done if you want it to still be a scene from Romeo and Juliet.

another dumb assignment in HS acting. you want a modern version, do West Side Story. Why it is your responsibility to do the playwriting (adding characters to the scene) beats me, it has nothing to do with acting. Romeo's buddies could be down there with him, teasing him about her loving him.., then he pushes them away and climbs up to her.
