You cant mess up a hard disk drive even if it was upside down. I dont see why you could not lay it on its side just make sure your not blocking any vents. For CD/DVD id set it upright maybe? some disc drives play sideways like the PlayStation.
good luck...

I checked the specs, and could not find a definite answer.

Most hard drives manufactured to-day can be mounted in any position.

If you purchased the Dell inspiron 531s new from Dell and it is still under warranty, you can contact dell support free and ask them to clarify whether or not it is recommended.

Usually they put feet on the side(s) where you can set them on the desk/floor.

If there is any ventilation openings on that side, I would say do not lay it down as it would restrict airflow and could damage the internal components (motherboard, cpu, hard drive, power supply, any internal addon card, etc).

Good Luck
