c++ knowlege a lot of it and 3d max be ur best bet direct x knowlege aswell
but before i go ahead let me give u some home truths 1 halo was made by pro's took them yrs and there was loads of them if ur sitting on ur own with no knowlege of programming and direct x it gonna take u months just to design 1 character and write the character in to a program
2 3d max costs about £1300 (2nd hand new cost £2000-3000) if this is somthing ur serious about id recomend forget that for the minuite and learn to do c++ or c for a while and practice with direct x since direct x sdk and most c++ compilers are free
if serious i recomend you take a programming course and a 3d design course
but like i said for u to design 1 character in 3d max if never done before will proably take u 3months maybe only 2weeks if ur willing to do it full time not as a hobbie as in 40 hours a week on it
to them get it on a map also proably best designed in 3d max which will take u another month or so and included in c++ projects and drawn with inputs so character can movie and be animated your looking at having 1 basic maybe 3 room beta set up with 2 or 3 charcters by this time next year (speaking if you have never done it before and on ur own and as hobbie) if you plan to do this full time 40 hours a week you may be able to have a beta in 4 - 6 months
and computer needed not much actuly u can get away with the basic home pc providing got a good graphics card and quite a bit of ram mainly to power 3d max
microsoft have also realsed a plugin for c# called xgn

HA.... you need a few million dollars, a warehouse full of computer geek programmers, lots of very powerful computers, and about 5 years supply of hot pockets.
or
A college education in computer graphics, engineering, programming, C++, a few other things, and all of the above...
Shoot.. do think just one person created that Halo game on a basic computer in some damp old basement ????
So that's what you need to design a video game like Halo.

Most Games are created using C++ and C because these are system level programming languages. Besides this for 3d effect uses activex controls which RENDER the scenes in the game mode by utilizing the situations. They does this by recoding all needed information recorded in a database may be in excel, access or any other. Most of them uses Excel it is because data access is faster in it. They also created many sub programs which were included when the main game runs.. Some pre programmed and scences are created and sored at dll files. Which when need are extracted and rendered in the screen. To render the scenes they use DirectX or their own renderer. Besides for Games those are played on internet are mainly developed in Flash. It is because Flash uses vector technolgy which refers to small program and picture with high resolution and fast loading. Also Java Applets are used. Some small games are also created in Visual Basic,C sharp but they performs slow...

To tell you the truth, Halo is an incredibly complicated game that took many different programmers a long time to make. However, if you want to try making video games, you could try out microsoft's XGN game studio. It's on the visual studio page.
