I did the exact same thing last month, and was able to get every single photo back. As long as no other files have been saved to the same location as the photos, then Windows only marks them as deleted but doesn't actually delete them.
I recommend a program from PC Tools called File Recovery, which will recover any files that haven't been overwritten yet. There's more information about File Recovery at the link below, including a download link.

You could take it in and have someone try to recover them but thats spendy and if Windows wrote over them when you did the reinstall they are gone for sure.
