our research ,workers that is puts it at 50 50 . its a simple hi but 50% say nothing why is that?

I always say hello back to someone if they are greeting me. Not to do so would be rude and petty. What is the harm in a simple "hello"? I certainly don't think so much of myself that I cannot utter a response to another person.

The H_Chick would always smile and say hi back - and that is a simple rule of thumb. If guys started to yell out "show us your Map of Tasmania" or similar (and likely nowhere near as polite) I would likely ignore or give a well chosen finger back.
Nice contact is responded to - boorish rudeness is ignored.

We don't trust you and we view it as threatening. Whenever some unknown man on the street tries to say something to us , we know it is probably not in our best interest and they're probably going to start some trouble and/or get inappropriate with us. You men just don't seem to understand that women in these situations are not being mean or "bitchy", they are afraid. When you've gone through as much street harassment as I have (and many other women), you learn not to make eye contact or respond to men in cars or on the street because that just gives them an open door to start some trouble with you. It's sad but that's the way it goes.

My "hi" to them will not make them or break them.
To give attention to something that isn't your style is called, "barking up the wrong tree."
I would not pay it no mind because most men are flirts. I am a married woman and I truly love my spouse. I would not want him to do that with a woman neither would he want me to respond. Plus, I am not street bootie! You know this is another form of "Bootie Call!"

for me personally, whether it is a simple friendly hi or a crude hi i say something back. if its a simple hi its because i want to be friendly. If its crude or seems like theyre hitting on me i still say something back because I dont want them to feel like they have the power to make me uncomfortable so I pretend like it doesnt phase me. or i could be wrong about it and then i wouldnt want to be rude. I think that if its a simple hi tho and a girl doesnt respond its cuz their stuck up or conceited and think that every guy wants her so it couldnt just be a simple hi. they turn it into something that its not to make themself feel good. thats my opinion.

If it is a simple "Hi" and not a "Hi, there Chicky" or something with any overtures, I would say "Hi" back. No reason not to be friendly.
The world is unfriendly enough.

there saposed to be working so just walk on by.
or show them skin as they swing a hammer.
i am 50-50 on this one.
but they are not sayin hi they are saying will you take a bath with me-it's like slang.

just say hi in a friendly way and keep on walking. no further encouraging actions needed.

it depends on how they say it. if they just sound friendly, i would smile and say hi and keep walking. if they sound a little perverted or something, i would keep walking...
