MLB installed the DH into the American League in the mid-70's as an experimental rule to increase scoring and put more offense into the game.
For some reason, it has remained purely an American League phenomenon. While I love the American League, I believe the DH rule takes a lot of the management out of the game, as you will never see a "double switch" in the AL, and it somewhat increases the longevity of the starter, making the pen a little more important in the NL.

Short answer - the American League was having attendance problems in the early 1970's. It decided that the DH would add some offense to the lineup, and thus make itself more attractive to fans. The National League preferred to stay put.
I'm not sure it makes much of a difference, but it is ridiculous to have two sets of rules in the same sport.

Actually, the designated hitter is used in every level of baseball except the National League. As to why the National League doesn't have the DL, it's probably a mixture of innate conservatism and childish stubbornness - the National League won't do it simply because the American League did it first.
PS. Tazzie dear, if the National League "plays the game right", why has the American League dominated the World Series almost since its inception?

Because they are afraid to play real baseball. I agree the rules should be the same in both leagues. But that will never happen until American League baseball players finally learn how to play the game right. I think this is why their games are so boring and long most of the time. Plus the managers in the American League would have to learn how to manage a team.
