I know in TX and TN it is legal to put flyer's on peoples doors as long as they are attached by say a rubber band (not permanent) so they do not fly away...(litter law)

Probably not, but check with local ordnances. Some towns won't let you put fliers on doors, let alone tossing bags on their lawn/driveway. Good luck.

It depends on your city's ordinances. Check with your City Clerk.
By no means should you put a flyer in mailboxes, that's a federal offense--those will get you arrested.
