Okay, I'm all over this question because...I'm decorating a haunted house right now.
1st - get some cheap white material...preferrably tissue like cheap....cut it like long curtains and tear the ends....open your windows in the house and hang these cheap torn rags. Then for special effects..run a fan on the inside (facing the curtains) so the torn curtains will flow outward. Then get a black strobe light and set it at low or medium speed. Then get a scary effects CD from Walmart, with scary sound effects like someone screaming bloody murder. Turn all lights off. I found that you do not have to decorate anything else....just sit and wait for patrons to knock ...open the door and what I'm going to be is "the grudge" girl. Long Straight Jet Black wig with white makeup on the face and hands. (and a white torn looking dress that is dirty) Black shadow around the eyes...and use gel in the wig to give a wet look.
