There are dozens of small computers on eBay that would meet your needs, many for well under $200. These are mostly off lease from corporate environments. IF you look around, you will find some that have all the software still installed. Many of these will have multiple USB ports on both the front and back of the machines.

You could go to Overstock .com. Most of their computers are reconditioned and fairly cheap, not many come with monitors.
