In the past, banks would allow this. Now you must have an account open to exchange change for cash. Reason being is that someone could come in with a roll of "coins" that weren't even real and walk away with cash. Now if someone does that, the bank can deduct the money from their account.
Your best bet would probably be one of the CoinStar (or something similar) machines at a grocery store. They do charge a percentage of the dollar value if you get cash, but most will let you get a gift card without a service fee.

Nearly all banks have coin counting machines. They DO NOT want your rolled coin. They will just have to unroll them to run them through their machine. So don't waste your time rolling the coin, just bring it in a coffee can or something. If you don't have an account you will likely have to pay a fee (unless you can sweet talk a teller). The fee is a lot less than at those grocery store coin counters though.

Usually you do need an account and they may charge a fee. When I need to get rid of a lot of change, I usually just go in to a Walmart and pay for everything I would normally buy with a bunch of change at the self-checkout station. I go late at night so its not busy and I don't piss anyone off.

You can pay a fee at most supermarkets with Coin Star. I believe that Commerce bank does it for free for it's customers.

Most banks won't do that, even for customers. You could probably get free coin rollers from your bank, and do it yourself, or use a coin counting machine. For cash they charge a fee, but for a gift card they count it for free.

They take it rolled , not loose .
Get it rolled and stores will also take it .
The only place that takes it unrolled are the change machines and they CHARGE $$$$ for the convenience
( about 5% last I heard ) .
