For small areas...
If it is soft dirt a garden rake and/or hoe work pretty well.
If it is hard, soften it with a roto tiller or pick and shovel, then rake it level.
For large areas you may need to rent a bobcat, backhoe, bulldozer, scraper, motor grader, dump trucks, or even bigger equipment, plus operators of course.

How level? Ideally a straight board with a 36" level balanced on on the top edge pulled across the ground will show you the highs and lows. Probably best to use the board on edge a few times before trying to balance the level on the board and pull at the same time. Obviously this is for a smaller area.
There are also string levels you can stretch between two points and measure from string down to ground and then try to eyeball the inbetween.
Rent a laser level or buy the home models and set it in the middle. Rotate around hitting stakes around the perimeter.
Really depends on how level you must be.

water always seek on a perfect level.

if it is a small area a rake works nicely for a large space i would use a bulldozer or a backhoe
