After you get out of the shower, apply lotion or moisturizer. If you have really dry skin, try applying baby oil, then after that dries, a moisture rich moisturizer. The reason you want to apply directly after the shower is because your skin is still wet and the lotion/oil will help to seal it in. Also, if you haven't started already, try to consume more water.

I have the same problem you have. This is what I do that really helps:
Rubbing vaseline on it. If you have it on your hands, also put latex gloves on it over night. (Mineral oil can be substituted for the vaseline but can be a little messier)
Another thing that works is Vaseline Intensive Care lotion. That lotion is a God- send and works just as well as regular vaseline. I have used it to repair my dry cracked and often bleeding hands many times.
The best thing to remember to is to use lotion every time after you wash your hands. This helps to keep the moisture in and reduces the drying affect it has there.

St. Ives Advanced Body Moisturizer
4 cups of milk in your warm (not hot) bath water
Eucerin cream works really well
After taking your bath or shower and before you dry your skin, put a few drops of baby oil in your hand and rub it on the dry skin and then pat dry with a towel. It will guck the towel up, but it is worth it and does work. Also, don't take hot baths or showers and don't soak in the tub in hot water. If you take baths, put bath oil in the water.

Switch from soap to a bath gel. Shower in warm -- not hot -- water and scrub gently with a loofah or a rough washcloth to remove dead skin cells. Finish your shower with a spritz of COLD water. (Yelping at this point is optional.)
Eat right -- plenty of fruits and veggies, plenty of water, minimal caffeine and alcohol. If you smoke, STOP. If you're fond of junk food, cut 'way back on it.
Finally, get enough sleep.
Good luck.
