I have a 10 gallon tank with 6 guppies and 6 neon tetras.

No.

Neons won't get much over 1.5 inches each, and guppies are also fairly small.
Just be sure you're filtering the water enough and changing it often.
The smaller the tank the more it is effected by even slight variations in water parameter.

The neons won't be a problem because they are schooling fish and do not take up much room. If the guppies start to pick on the tetras, then you have a problem, but other than that is sounds fine to me,

No, that sounds pretty good. Both Neons and Guppies stay small and produce very little waste. I would recommend male Guppies only though. If you have any females in the tank, they will likely be pregnant, and breed like rats.

Yes. According to Drs. Foster & Smith, guppies need 20 gallons. & Neon Tetras need @ least 10 gallons.
I'm presuming they mean per fish so they are comfy & not fighting all of the time for food etc. A good idea to make sure the tank is well planted so there are plenty of places to hide.

I wouldnt say so. Neon tetras dont contribute much waste to the aquarium so i wouldnt worry. But no more fish!

I wouldn't call it crowded, but if you want your fish to grow, you might want a bigger tank. Fish can only grow if they have space. They won't try to kill each other for more room, but they won't grow much either.
