Need to know what state. California requires that smog stations provide a copy of the smog test to the consumer even if there was no charge for the service. Example:if a station is advertising "Pass or don't Pay" and you sign an estimate authorizing that shop to perform a smog inspection, The station is required to do a complete smog test and inspection , that includes "pretesting" and if you did not specify differently the pretest should be a complete test. A pretest can be a partial test like just the tailpipe emissions or just computer codes or just a timing check but it must be specified in writing on the service order as a partial test before you sign the order and work begins. If it is changed afterward , don't sign the repair order where it indicates that you authiorized additional service, contact BAR. If the car fails and there is no charge for the service you are still entitled to a copy of that smog test or pretest. If the smog station did not do a complete smog test as they contracted to do on the service order (estimate) you are entitled to the full smog inspection. If they do not complete the smog test and tell you that your vehicle won't pass, you are still entitled to recieve a full smog inspection and a copy of the complete inspection report printed from the smog machine . If they refuse, contact the state government.(BAR)
A car dealer does not have to provide the results of the smog test to the buyer of the vehicle. But if you have owned the vehicle for just a few days and you believe the smog inspection was false, file a complaint with your state agancy. Also the car dealer is required to have a valid smog test on the vehicle to offer it for sale (vehicles over 4 years old). The vehicle code provides that the vehicle shall be in compliance with the emission control requirements for that year, make and model when it is sold (regardless how new it is) by a dealer. So if you purchase a 2005 Mustang from a dealer that has altered emission control systems you have recourse.

You can have a competent shop inspect your vehicle if you are concerned about the safety of the vehicle. AAA may have complimentary safety clinics for it's members, you might check with them for a safety inspection.

If you live in california the owner must provide a smog certificate before the title can be transferred. I once wanted an emission report (smog check) for my own use and asked a guy at a small garage and he did it for free.
