Found on the first page of your Cobra XRS-9930 manual:
It is not against federal law to receive radar transmissions with your Cobra radar/laser detector. The Communications Act of 1924 guarantees your right to receive radio transmissions on any frequency. Local laws that contravene this Act, while illegal, may be enforced by your local law enforcement officials until and unless they are prohibited from doing so by federal court action.

Technically, anytime your radar detector is not warning you, it is still working. During those times of silence you may also want to invest in a pace detector, aka rear-view mirror.

*/End of Line.

I live in NJ and radar detectors are allowed here. But there are some states that they are illegal.. I do know that some are on certain frequencies and may not pick up the newer radar that police use today.. I heard that the same companies that make the radar detectors make the radar guns for the police. So they make money off of everybody. They.come up with better radar guns for police and then a bit later, come out with better detectors for public to buy so they can spot the police..Nice game.. :-)

People actually use the detector for the purpose of breaking the law. The only way to be fair about enforcing the law is to make the device illegal period. And if you don't have the device plugged in, whose to say whether it was or not? I admit that I speed when I drive however I'd rather take my chances of getting caught rather than using a device that gives me a false sense of confidence because it makes me think that I can't caught. I am more likely to be alert and attentive when I am speeding because I am always on the lookout for a cop. If I had a radar detector I would be more likely to not think about it and end up causing a nasty accident.

Virginia and Washington DC (plus military bases) are the only States where detectors are illegal. Problem comes due to the new laser devices and the "point and click" radar units. You are caught before the detector has a chance to register the signal. Many departments are using the portable units that send no signal until the trigger is pulled.

Different jurisdictions use different speed detection systems.

They started using VASCAR in Ohio almost 40 years ago, and it cannot be detected by ANY radar detector.

And even if you have a system that detects what your local police are using, police often position themselves so that they've already clocked you before you have time to slow down.

It's not the obligation of Cobra to determine what systems your local police are using. The detectors are legal to buy and legal to sell, so they sell them.

You should check on the CA state homepage. Some states have laws against them (like my neighboring state, CT), and some states are just continuously developing different frequencies to beat radar detectors.

I don't belive they are illegal here. But they also seem to use a lot of laser here - if that isn't part of your Cobra, then it will be of limited use.
