You need to unlock them on the sphere grid. Here is a map of the sphere grid. Just use your mouse to hover over the turquoise colored squares to show what ability each one is.

Haste will show up on one of their grid lines. I believe it is either on Tidus' or Rikku's. If you play long enough, and continue on either of their 'designated' paths (meaning, don't use a key sphere, and change tracks) you should eventually run into it.
