how do you replace a campbell water filter. We can't even take the cover of the filter off?

Hopefully, you are speaking of a filter inside a cannister. These need to have the pressure released before you can unscrew the cap. Should be a valve before the filter. Turn it off. Open a spigot on the other side of the filter to release the pressure. This should allow the cap to be removed.
