Entropy in simple terms is the measure of disorder of a system, hence logically water vapor has a larger entropy. since the molecules are free to move .. they have greater freedom then in liquid or ice.

entropy is the measure of the degree of the randomness in the system choosen. since th max. randomness is there in the water vapour therefore water vapour>water>ice.
