Society can exert enough control over the people to keep them from misbehaving. Our human nature desires approval and praise and we dislike punishment. We have the capacity for empathy and sympathy.

Our society uses our desires to control us. From infancy, we are praised for acceptable behavior and scolded for unacceptable behavior. By the time we're adults, we don't need direct praise because we can just imagine the praise.

Still there has to be an element of moral authority which is the belief that, in some way, God Himself ordained the moral values to be what they are. With God in charge, society is seen as reinforcing what God ordained. If we get the idea that morals are just society trying to manipulate us, we'll eventually rebel and as individuals, do what we want and can get away with.

There is no such thing as an unethical or unmoral society. Both are the prevailing beliefs on what is acceptable or unacceptable behavior within a society, and by the definition a society cannot be either of those things.
