Would the editor buy a new press or hire more good reporters?

Unlimited money? I suspect they'd choose both a new press and good reporters.

That said, a new, good press is only as good as its maintenance, staffing and production schedule. Sooner or later, any press reaches its maximum. A mediocre reporter, however, can grow into a superlative reporter, with the right guidance and attitude. There are variables in dealing with a human, as compared to a machine, of course, but the rewards can be infinitely greater, also.

We did buy a new press a few years ago. It's tough to have a printed product that people can barely read.

With an unlimited budget, and who has one of those?, any news group would hire more reports and editors. They'd work on more long-term projects, more investigative stories, etc.
