You can avail yourself of the resources on the net on a DIY basis - but you can't get a full (all inclusive) background check that's done for you and presented well for nothing, its worth the money if you need it - so pay the money.

Even businesses, for hiring purposes, need permission to get certain information. You are not likely to get whatever it is you are looking for either free or with a payment.
