Unless you keep your house unusually warm, about every 2 weeks should keep the level up in the bowl and prevent sewer gas from entering.

Since it's not being used, a once a week flush should keep the bathroom from smelling bad at the least. Think of it in a cleaning sort of way... how often do you go in to dust, clean sink, etc? Unless it's airtight and nothing moves, you have to go in once in awhile to keep things fresh.

the water in the toilet is there to act as a seal to prevent dangerous sewer gases from coming into the house.... if it's clean water, you don't need to flush it unless it evaporates enough to allow in the gases.... i have a shower and a sink that are almost never used and they also have a U shaped water trap that also acts as a seal for the gases.... i run water through them about once a month.... the key is not to let the water dry up in the traps
