Like, one year for an IT certificate, or a Xray technician program. What's the one year cost?

On this website, you can see cost per year for radiologic technology, and it does take two years. Search "radiography" and TX"....You will need to go the "view" section of each program for the costs.

For example, Hendrick Medical School is $1400 per year.

Amarillo College is $1800.

Baylor University Medical Center is $1500.

It depends on the school. To find an accredited radiologic technology school, go here: http://jrcert.org/cert/Search.jsp
Choose "Radiography" and Texas.

You're going to need 2 years for radiologic technology.
