Taxes on the American People - Bush.
Countering Al Qaeda - Bush
Strengthening Relations with Russia - Bush
Making friends with the Europeans - Clinton
Making friends with Hollywood - Clinton
Making friends with the media elite - Clinton
Immigration Issue and border security - Both lose.
Preparing the next generation financially and politically,
you can say both lose, but actually I think Bush's presidency has caused the American public at large to be far more aware of what's going on in general.

Bush, easily.
Both invaded a foreign land to depose a dictator, and did it successfully. We still have troops in both areas.
Clinton drove the economy into the ground, especially when the last 18 months of his presidency was illustrated best by the economy in total freefall.
Bush inherited Clinton's economic mess and righted the ship amidst the hysterical shrill cries of liberals claiming he had stolen the office and was now going to kill us all.
Fully formed Al Qaida cells were formed and completed their training in this country during Clinton's 8 years in office, while the devastation from Clinton being asleep at the wheel was unleashed during Bush's first 9 months. Bush handled that, too, amidst the shrill cries of liberals saying he was going to kill us.
On top of that, Bush has principles which have remained the same. He picks one side of every issue. Clinton stands firmly on BOTH sides of every issue.
Bush is one of the best presidents this country has ever had. Can you imagine Al Gore at the helm during Bush's first year?
The thought makes my skin crawl. Clinton was smoke and mirrors, and left the nation far worse than when he found it, starting with his 5 cent tax on gas as his first act (which hurt the poor and wasn't felt by the rich at all) up to him fleeing office like a rat deserting a sinking ship, which was our economy at the time.

You can't really compare the two. Bush has had the unfortunate duty of cleaning up after Clinton's neglect (as to terrorism), and the resulting 9/11 tragedy.

GWB was not Impeached like Clinton.
GWB also takes the terror threat seriously.
Clinton governed by polls. Gallup Polls and his own poll.
