Terrorists are by far more dangerous but lazy/under-educated/ignorant Americans are by far the most costly.

There really is no difference. Hate is born from being ignorant and stupid, deaf mutism. Everyone suffers from deaf mutism to some degree. The really bad ones fight the war. The only solution to this is to only look for similarities in the between yourself and the rest of the world and not differences. Differences lead to ignorance. Sadly, though, ignorance can not be destroyed, just balanced out with faith. By the way, I am not necessarily stating faith as in the religious sense. Just basic faith in "existence" is enough. In the end, we can either be a deaf mute terrorist or a savior, the choice is up to you.
By the way, I am an American. I agree we are terrorists too, assuming this is what the question is getting at. We are over there killing innocent people, women/children too, just because they might have some link to Osama Bin Laden. All the while saying that it is that kind of war this is in defense. After all, the news only shows propaganda both there and here. The public doesn't see everything. I sincerely apologize to the world for both sides ignorance. When it comes down to it, it isn't about politics or religion, it is about flat out murder and genocide. All in the name of ignorance and pride. I wish I could do something to help, not as a retarded American, but as a living existing being. In the end, the world will suffer for the pain caused on both sides; neither will stop till all are silenced. This is why I fight for something greater than a country or religion, I fight for balancing existence. This deaf mutism can't corrupt.

Terrorists definitely since they are exacting human carnage and death upon innocent victims.
