Honestly....I'd like to see a lot of these people dead myself. Problem is, a lot of *lawyers* would make a killing off of arguing "cruel and unusual punishment" until the cows came home, and in the meantime, the *problem* isn't solved.
So...here's what I'd say. If a sex offender or rapist is under the age of consent himself when he committs the crime, *or* if this is his first offense...he goes to boot camp, for 2 *years* straight, and is put under heavy medication besides that to a) stabilize his moods already, and b) reduce his testosterone levels. The idea being, for young boys and first timers, we *do* intervene in a way that gives them *exactly ONE* fair chance to clean up and fly straight. After the 2 years of *Boot Camp* caliber, "severe tough love" therapy, we keep him on the medications, and give him 2 years of satellite-monitored electronic house arrest, confining him to his home except for work and *bare necessities* like getting food and paying bills. Even then, he gets a court-appointed monitor to *watch him* whenever he a) leaves the house or b) has guests over. He's *not* allowed to be around children and/or unmarried women for the duration of the house arrest. He *also* has to see a Probation Officer *and* a therapist *twice a week, apiece* for the duration and if *either one* of them suspects negative progress--his going back to his old ways--he goes *back to Boot Camp* for 5 years, followed by a 5 year house arrest/close watch period. If the 5-and-5 period fails for any reason, he's presumed a repeat offender, and the punishment below applies.
Keep in mind this is for underage and first-time offenders before you hate on me for "not being strict enough". Repeat and adult offenders...
They get a life sentence.
--First, they get chipped. They have a surgical implant put inside of them that puts them under *Permanent* Satellite Monitored House Arrest. They also undergo *mandatory* Chemical Castration. If they leave the house for *any* reason there *must* be two *armed* escorts to watch the person come and go, for example, to work, or to take care of bare necessities. Guests of *any* kind are NOT ALLOWED. No unmonitored, face-to-face human contact at all. The repeat offender *may* have a telephone that *will be* monitored at all times. The repeat offender *MAY NOT* have a computer or internet access.
They are given a Court Appointed and Court *Paid* monitor whose mission in life is to *watch* the Repeat Offender like a hawk. The repeat offender *has to* contact, either by telephone or face-to-face, the Court Appointed Monitor *every DAY*, every 24 hours, for the rest of his life, and report in brief his daily activities.
--Secondly, *IF* for any reason, the Court Appointed Monitor, the Armed Escorts, or *any* Law-Abiding Authority (such as the Offender's Employer, Doctor, etc.) suspects *any* suspicious activity *at all*, the Repeat Offender is *then* to be confined to a Psychiatric Unit, *permanently* for the rest of his life with minimal human contact until he dies.
True, this doesn't "punish" repeat offenders as much as some folks would like on an emotional level....this doesn't "hang 'em high".
But it *does* shut them down, entirely. It keeps them from ever *ever* being a threat to human beings ever again. Like ever.

Even with treatment at least 70% reoffend within 5 years. They are sick. Plus, since it's been shown that boys who are sexually assaulted at a young age often become offenders themselves, it is a disease they are spreading.
By taking one out you are both protecting victims and you are stopping one of the main causes of the next generation of them.
I work with both victims and predators in a residential treatment center for juvenile sex offenders, and I think the ones that we know can't be changed should either be institutionalized or jailed permanently or killed.

It is because the victims are children that the offenders are on the rampage. Children are normally innocent, weak and do not know to defend themselves or avoid unpleasant situations. They tend to believe others easily. So, there appears to be no solution. You cannot catch the culprit easily in most of the cases. And that's how, it goes on unabatedly.

well we can be more carefully. because you never know who is the predator. your own family member can be one. it just we need to be more careful. and then if we have an evidence that someone is a predator we can report it. we can change the world but it is not that easy. in my own personal opinion i think the number one thing we can do is eliminate drugs. and by the way good quetion you deserve a star!
