Because it free, it is assumed that most people using it will be naive, therefore as soon as you make it and "save" the changes, it is "published" to the web. But if you don't tell anyone about it, it is unlikely to be seen by anyone (like a search engine) for a long time. I regularly put up "pages" that only exist to hold images referred to in an e-mail link for someone who can't get attached files or for which I want explanations next to images. After a while, I take them down, having not told anyone else about them.

I practiced on mine after I realized that NOT MANY people in the world were logging in.
After I saw my entires and didn't like some of them I just "modifiued" the wbsite again and removed the things I didn't like.
When I finally got the site the way I wanted (its just for the residents of our apartment building) I announced it on the bulletin board and people began logging in.
That's the nice thing about your own website : you can keep making changes.

You don't have to "launch" it. The best way for this is just make your website on you pc, offline. After it's finished, copy the whole thing to the server.

Depends on which hosting service you're using. If you're using a service like Freewebs, there's usually a default index page to "hold your place" until you get everything ready to publish.
