You don't have to pay for the feature in the Touch, but depending on where you try to connect to a Wi-Fi service, you may have to purchase internet access. This is true at places like McDonalds and other restaurants. Panera Bread, I know, doesn't charge for Wi-Fi service, and usually Starbucks doesn't, either.
