Pittman's Original One Step is the fastest working headlight cleaner on the market. It is pure liquid. All you do is rub a drop on a paper towel and wipe the oxidation away.
It will clean the surface of your lens without scratching it up, or causing more damage like the abrasive cleaning systems all do.

When your headlights are foggy, cloudy or yellowed means that Oxidation is building up in your plastic lens. All plastic headlights become cloudy, foggy or yellowed over time. Headlights treated with this Headlight Cleaner will maintain clear for 8-12 months or more, it varies where your car is parked; garaged, streets, *remember that sun is one of the biggest factors why your headlights get oxidized. Using toothpaste will leave your headlights unprotected from getting that Oxidation back again. Adding a UV Sealer will leave your headlights protected for years. This Headlight Kit also Works with Tail Lights.

First try turtle was rubbing compound - it is like a wax but has a more powerful abrasive to it. Then buff it off.
Walmart sells a headlight oxidation removal cleaner also.

You might be able to find clear headlights at a salvage yard and have some one change them out for you! This would probably be best if you can find them!
