They just want to be sure they are making it harder for young people under age to buy cigarettes and alcohol, wouldn't you be more mad if someone sold your 16 year old cigarettes and alcohol??? Better to be safe than sorry!

No one slips through if everyone gets carded every time is the theory. It's a zero tolerance type thing.
