It's a little unclear. Is the starting lineup 14 or 11 players?
It appears that there are 2C1 ways to select 1 keeper,
6C4 ways to select 4 defenders,
8C4 ways to select 4 halfs, and
6C2 ways to select 2 strikers
So the total is the product of these 4 Combibatios.

The 3rd number has to be an 8 or a 9. The probability of this is 2/11. The 4th number must be a 2 or a 1. The probability of this is 2/10 = 1/5. Total probability is 2/55.
