cant smell bad breath from next door, or belches either, and there are noise laws,, my neighbor smokes out back and i can smell it in my living room

Yes even smoke from designated areas drifts in to affect other people. Those who smoke in their apartments end up affecting neighbors air. In a free society it is hard to accept how the rights of others can affect us. Maybe your question gets at the key issue, not why, but how can smoke be controlled so others are not affected?

If you don't like someone smoking then don't go outside. Close your windows. People like you make me want to light several cigarettes at once and not even smoke them just to irritate you. We can't smoke indoors anymore. And yes the smell lingers just deal with it.
BTW...I want to start a smokers wave. We can all wave at each other in support of our unacceptable habit.

People with kids invade my kid free personal space and there isnt anytrhing I can do about it, gte over it
Kids spread GERMS like nobodys business and they have no respect for boundaries, they cause stress which can lead to all kinds of health problems and YES, women who have kids at an older age have a greater chance of getting cancer, SO YES KIDS CAN CAUSE CANCER

Why can't people who drive cars,all stick a hose pipes over their exhaust and breath in their own fumes,so they don't keep ruining the air and ozone layer around a planet i want to keep living on?

We should issue plastic bubbles with filtration devices that they have to smoke inside of to prevent their smoke from polluting the air . . .
