32:1 is a simple ratio, indicating that for every 32 parts gasoline, you mix in 1 part oil. It would be 32 liters of gasoline to 1 liter of oil, or 16 liters of gasoline to 1/2 liter of oil, or 8 liters of gasoline to 1/4 liter of oil.
