Hi, u need Windows Vista for desktop effects. I am not sure of the Vista command, but the command u just mentioned is for Linux. In Linux with the desktop effects enabled u can make ur desktop into a cube and when u press ctrl+alt+directional key then u can rotate the cube on the screen.
If u want to use Linux u may check out:
http://www.ubuntu.com Ubuntu Linux
http://en.opensuse.org OpenSuse Linux
http://fedoraproject.org Fedora Linux
http://www.pclinuxos.com PCLinux OS Linux
Choose whichever distro u like and install it if u want.
If u r using Linux currently then u may need to install 3d drivers and compiz desktop effects. Check ur distributions forums out for help.
Good Luck and take care!

Right click on display, choose Properties.
select Tab"Settings", click Advance button.
Choose "Graphics Properties"->"Display Settings".
You can see Enable Rotation checkbox and angles.

Its possible only if you have a graphics card on your comp... Well after you get 1 you gotta go to the settings and check where it is... You'll find it somewhere and can set up hotkeys for it then your all set to read stuff upside down on your comp...
I'm not sure if all the graphics cards will have this feature... I just know it works on nVIDIA graphics cards...
hell yea, an easy approach to your question, physically turn the monitor.. hehehe
