Historically - - never, but I would submit that humanity might be better off if women did call the shots in governments around the world. The repetition of wars has been our insanity (men). This is a serious answer which perhaps you don't want. Women had never been allowed to vote in democratic countries until almost 1900 in Australia and New Zealand. Even France, the birthplace of Liberty in Europe, did not allow women to vote until the end of World War II. It has been a male dominated political world for virtually all of recorded history. Woman rulers would not be perfect. Maybe they would bring their own sort of insanity. But our incessant warfare is testosterone insanity.
Added note - Queen Victoria was the titular (in title only) ruler of the British empire in the latter 19th century. She had limited power.
