This really depends on what you want to do, as well as where you are living and the kind of work that is available in your area. Generally, when recruiters search for resumes, they do so by keyword matching. So the more technologies and systems you have experience with, the more likely they will contact you. It sounds as though you have little to no experience in IT, so what I would recommend is for you to learn standard HTML / Javascript and see if it's something you can handle. Beyond that, one thing that will absolutely net you a job somewhere is if you learn ASP.NET. In my area anyways, there is such a large demand for ASP.NET programmers that I doubt you would have a problem getting something so long as you can demonstrate basic knowledge.

I think my point is that learning Linux probably won't get you a job. What will help you is learning technologies and languages that may be run in a Linux environment, such as Java, HTML and Javascript. Because you have no experience, I would recommend that you start your own website and invest your time into teaching yourself these things - or take a course at a local university.

Well, if it takes a lot to become a web developer, it takes even more to become truly proficient and knowledgeable about LINUX. There simply aren't any shortcuts to education, it takes time, understanding, and experience.

Your best bet will be to check with some of the training companies/technical colleges and get specialized. Its not something you will be able to do on your own with out experience. I've been at it since 1970;s and still learn something new everyday. Web development, depending on what you mean by that, is the quickest thing to learn between the items you listed! There are schools and student assistance as well as grants and aid to help you get this started so check with some local Community Colleges, etc.

Of course! A vast majority of web applications use Linux + Free and Open Source Software setups (the most common setup being LAMP - Linux,Apache,MySQL,PHP). Not to mention it's the fastest way to develop and deploy applications at the same time.

You should probably try to learn basic Linux usage first and then go to development proper.

Experiment! It's the best and most trusted way to learn new things. :)
