She won't need to send one to herself, she will receive thousands from her subjects, heads of state and other people all over the world.
On the other hand, if we were entitled to a telegram from the Queen it has to be requested. Perhaps she will write to all her subjects throughout the Commonwealth asking them to send her one. A sort of 'The shoe is on the other foot' (LoL)
Boy would she have writers cramp if she had to write to everyone individually herself though.

Her direct descendants, the Government, most other Heads of State on Earth.
Are you aware that she and the Duke of Edinburgh are supposed to get one this year because it's their diamond wedding (60 years) in October?

Queen Elizabeth can manage without a telegram; she is a very privileged lady who is waited on hand and foot and gets flowers and a red carpet everytime she steps out of one of her many palaces!
