In this situation, any runner may tag up and attempt to advance, with the risk that he may be put out.

About ten, fifteen years ago, I watched Canseco deliberately not catch a long foul fly -- there was less than two outs, a runner on third, and the score was tied in the bottom of the ninth. The ball was deep enough the runner would have scored with little challenge. The Joser was smart enough to let the ball drop in. (Sadly, I don't remember the outcome of the game. He made the right play though.)

Yes. A ball in foul territory is a live ball until it hits the ground. Take for instance the Blue Jays - Yankees game the other night. There was a foul ball hit by a yankee right up along the 1rst base side tarp. Aaron Hill; the jays 2b ran over, made the catch, then threw home and caught the runner tagging up.

Yes he may. In fact, this is even mentioned in 10.12a1, one of the scoring rules. It says it is not an error if a fielder "deliberately permits a foul fly to fall safe with a runner on third base before two are out in order that the runner on third shall not score after the catch".

Yes, the ball is in play until it hits the ground in foul territory, which is why you can record an out on a foul ball, therefore, a ball caught in foul territory is the same as a ball caught anywhere else on the field.

Would be a steal, if TIME is not called, when the ball is thrown back to the pitcher, such as on an overthrow to any position.

Position player throws trying to get baserunner out at 1st or 2nd who has lingered too far away from base.

Baserunner can run at any time, except for Little League.
