Why would she do this -- maybe because she is still not lost all the feelings to your husband, and she keeps in touch with you to be closer to your family;
And how can I decline giving her advice -- just say once you can't help her and only she who can make her own life, no one else.

You and your husbands ex should not even be talking at all. She is the ex and it should be left that way. Sounds like she does not have a man in her life or else no female friends. Asking you for advice could mean she is not over her husband and her way of keeping in touch with you makes her feel closer to her ex. And asking for advice is one way of doing it. You should speak to your husband on how to decline her. I would assume he knows her well enough on how to do that.
Good luck.

If it is advice on her ex, I would tell her that I had enough problems working out my own marriage without having to deal with the problems that she and he had. Other advice would be based on what the questions were about. If you don't want to be friends with her, just cut her short when she starts talking to you.

I agree with previous answer. She's probably still trying to keep a link with her ex and keep updated on your relationship. Next time she asks for advice you could ask her why she relies on you so much and that you're not comfortable with this arrangement anymore. It's time she moves on and you can help her by not being the one she relies on
