Zombies in the old stories do not destroy; they are made to work for people, sometimes carrying out orders, depending on the film. They were not ghoulish/cannibalistic. The Serpent & The Rainbow deals with the traditional zombie story, as does I Walked with a Zombie, as well as an eerie episode of Miami Vice co-starring Clarence Williams III.
It wasn't until the original Night of the Living Dead that zombies began preying upon human beings that are still alive. I don't know if any sort of excuse was made for this. From there, the treatment of zombies fell into a rut, with few exceptions. They became ghouls, which are entirely different creatures in myths and legends. They seem to be drawn to the living only, not reanimated corpses.
I haven't seen NOTLD (original) for quite a while, but I keep thinking of a bit in which one of them is felled and the others do sort of act like a pack of wolves. Is my memory playing tricks on me? It seemed that, since they couldn't get to the live ones in the house and one of them was killed... Am I in error?
By the way, corpses were reanimated in an early science fiction film, "Invisible Invaders". They merely attack and kill, not knosh, people. Here's some information:

If people are so crazy about this topic, why haven't there been films about ghouls? There are a couple of those back quite a way, and films inspired by H.P. Lovecraft skirt this topic.
So, what is it about the unending stream of zombie flicks? I have a scathingly brilliant idea for a new film! The last of mankind is in danger of being devoured by zombies, but someone learns the secret of summoning an army of ghouls! Why, it could be greater than Alien vs. Predator! But, don't expect me to watch it.

Interesting question - I've wondered that myself (sad, I know). I would say that it revolves around two related reasons:
1: They prefer to feed on fresh meat. As you've seen in the movies, zombies all seem to be decaying to some extent or other.
2: They can tell fresh meat when they see or smell it, so they don't bother to take a bite out of zombie number two.
Of course, no movie has ever shown what happens when there are only zombies around and no fresh meat to eat...
