You can use a cheap secondhand dress as a base unit and then add things to it like: Aluminium Cans with the ends cut off. They can be stapled to the base dress in different patterns. You can use a mixture of say beer can and soft drink cans of different colors. Should be easy enough to collect. The dress will still be light as the cans don't weigh that much. You can use a fine tooth saw or can opener to cut the ends off the cans. and a pair of tin snips or old sissors to cut down the lengths. You could even blend in some staws into an old hat with cans etc.

i had to do something similar for an art project and i used multicoloured plastic shopping bags. It depends how much time you have but i collected a tone- coloured coordinate them and then made a like ballerina (tu-tu) skirt that had a corset body. I cut the plastic bags into strips and then weaved them together and laced it up at the back. Depending on the time a great way to do it would to actually knit or crochet with the bags.

Good luck with it all- im sure you will look fantastic with whatever outfit you come up with!

It might be fun to go to a farm and get some "feed sacks" and create a gown from them? Or you could get creative with brown paper bags, or plastic grocery bags. Plastic might be easier to handle, since it is more flexible.

I don't have any links for you, but use some draping skills and be creative. Have fun.
