Neither. If they are too tight they will make lines on your legs and cut off circulation. If they are too loose they might fall down. You want them to cross right over left, and be sufficiently snug to hold up when tied.

Tight. Start out criss crossing them at your ankle. Make sure its even on both sides and then go up the leg. When you have about five inches left tie the laces behind your calve.

theres not really a 'proper' way to do it. but i fine that when i tie them too tight it constricts the movement of my ankle/feet. too loose, it falls down really easily and i have to keep tying it up again. what i do is criss cross up but leave enough lace to go around your leg twice before you tie it
