My personal preference is during Autumn, from September into November, depending on where you are traveling.
Weather is generally favorable, barring some late hurricanes in the Southeast, and areas which are forested get some awesome color displays.
Some parts of the Northeast will see snow as early as October, but generally travel is relatively easy and the weather will be pleasant for outdoor activities.
Also, since school has begun, highways are less heavily traveled in these times. Many hotels will have off-season rates and it is a good time for travel bargains.
Also, gas prices tend to be a little lower, once you get out of the heavy travel season.
