wouldn't it be cool if you moved under the sea and there was a town exactly like your town except under water?

Well who are you? How do you feel about moving there? Did your family move there and you had to go along? Or did you move there because you are hiding out from the cops? Once you decide why it is you are there, you can just write a story about how it feels to live there - what you do there, etc, That is where to start. Then once you have established why you are there, toss a little monkey wrench into the works. Have something happen that rocks your world. How about the bubble around the underwater city springs a leak and someone has to go fix it before everyone dies? The climax is just as the water rushes in, you manage to patch it and save the entire city from death.

Why are you there?
Who is there with you? Why are they with you? Will they help or hinder what's happening around you?
How did you get there?
What conflict(s) do you face?
How are you defeated by the conflicts or do you overcome them?
Who helps you or how do you help others?
When the conflict is resolved, what happens to you and the others?
Once you can start answering these questions, (and you might jot possible answers down as you go,) ideas should lead you to other ideas.
What point of view do you want to take?
Is this a funny or fantasy story?
Is it dramatic with life and death consequences?
Are you youself in real life? Or are you a character with other qualities and abilities? Noodle around with it, looking at your ideas from different angles, the story will start to form.

one day, you wake and a strange nurse tells you that you've just woken up from a coma

EXPOSITION: how you were brought into the city
COMPLICATIONS: --- a lot :]
CLIMAX: you realize that the underwater city never existed
AFTER CLIMAX EVENTS: the nurse tells you that you've been comatose for half of your life
